    We don't have complete control of sinking objects. A larger project, which had a similar initial fate, was the Spiegel Grove. It flipped upside down. More money was spent to try to upright the wreck, which pushed it to rest on it's side. Hurricane Dennis uprighted the Spiegel Grove for free. Other examples also exist (RBJ and the Corey and Chris wrecks). The end result is another artificial reef to dive on.
