    If its a matter of it being to tihgt... try a rubber strap wrench... Used for Oil Filters on big trucks.

    We use one to get the bonnets off of Anti Siphon Valves.

    Get your neighbor to give it a twist...it's prolly just too tight....as long as the proper o-ring is used it should not have to be that tight....
